Aspirational Block Development Programme, Jammu & Kashmir


Background


Aspirational Blocks Development Programme (ABDP) was conceived for twin purpose –
1. Identify the most backward blocks of the UT of Jammu and Kashmir which required special focus and
2. Devise Plan to bring them at par with other developed blocks of UT. Therefore, a unique area specific initiative was conceived and introduced for achieving holistic development of the most backward blocks in the UT of J&K after their identification to handle the unique challenges/constraints existing in these areas. The primary focus was laid on improvement in Educational level, Health & wellbeing & living conditions of the people.

44 Blocks, out of 285 Blocks of UT of J&K, were selected on the basis of 21 parameters/ indicators covering four major aspects of human development viz. Poverty, Health & Nutrition, Education and Basic infrastructure.

ABD Programme was e-inaugurated on 31st December, 2021, after approval from Administrative Council, which covers 44 backward Blocks across the UT of J&K. 2 most backward blocks from each district with inclusion of 10 most backward blocks of the UT were selected under ABDP which required special focus to bring them at par with other blocks.
For monitoring the progress of these 44 Aspirational Blocks, a Monitoring Framework was developed which contains 61 Data Points - 49 Key Performance Indicators among 4 different sectors Agriculture & Allied, Health & Nutrition, Education and Basic Infrastructure. ABDP Dashboard was developed by National Informatics Centre (NIC), J&K, on the Monitoring Indicators in very short time on which District Nodal Officers of Aspirational Districts populate the data on monthly basis. The dashboard ranks the Aspirational Blocks on monthly basis and ranks the blocks.
Besides normal funding available to the Blocks, additional financial assistance of Rs. 44.00 Crores (Rs. 1.00 crore per block) were provided to the blocks during 2022-23 for the speedy development of these blocks. ABDP Plan was prepared by districts and funds amounting to Rs 44.00 Crore (Rs 1.00 Crore per Aspirational Block) were released to concerned District Development Commissioners for their utilization during 2022-23. The resources were clearly delineated across various sectors of development at the District level for funding the Aspirational Block Developmental Plan. However, the Financial Assistance of Rs. One Crore per Aspirational Block was contingent on meeting the Ten Qualifying Criterion/Indicators and Certification by the concerned Deputy Commissioners;

ABDP Dashboard:


ABDP Dashboard presents the performance of Aspirational Blocks on the basis of their performance in the 61 data points. There are 61 data indicators and 49 key performance indicators, the data against which is to be uploaded by the Aspirational Blocks on monthly basis. The performance is captured through the four sectors - Agriculture and Allied Activities, Health & Nutrition, Education & Basic Infrastructure on which data is uploaded on regular basis.
ABDP Dashboard was got developed by National Informatics Centre, Jammu for monitoring the progress of Aspirational blocks. Data gets uploaded on 61 data points spread across four sectors. The dashboard calculates scores on monthly basis based on data of 61 Data points and Aspirational Blocks are ranked accordingly. The performance of the 44 Aspirational Blocks can be accessed on the website of PD&MD from the start of the Aspirational Block Programme. The best and the least performing blocks are also displayed on the home screen of ABDP dashboard.
Out of 61 data points, there are 57 data indicators, on which the Targets (denominators) are to be uploaded (set) only in the beginning of the Financial Year (April every year) and the target are freezed by NIC. The data for these specific 57 indicators is uploaded on cumulative basis throughout the year. There are 4 indicators (Pregnant women regularly taking Supplementary Nutrition, Institutional Deliveries to Total Estimated Deliveries, Sex Ratio at Birth (Girls Per Thousand Boys), Low Birth Weight Babies in the Block (underweight(< 2.5 KG ) babies at Birth), for which targets are uploaded on monthly basis.

A comparison of dashboard data for each sector with respect to previous month is sought for every block. A comparison of sector wise data for the last 5 months is made available on dashboard which may help the block in ascertain their shortfalls in the sectors. A comparison of the composite scores of the blocks is available on ABDP dashboard and same can be downloaded in excel format from the ABDP dashboard. The composite score download option is available with restricted access. Sector wise composite scores of the blocks are also made available on ABDP dashboard for ease of the users.
Data is entered by the Aspirational blocks on monthly basis. The formulas are applied to compute the third value which can be percentage, ratio etc. The data of the computed third value can be viewed from the JK UT chart available on ABDP dashboard. By clicking on a particular district, the name of the Aspirational blocks is projected along which there is an option for viewing data. The data can be viewed by clicking the view data.
A screen appears on clicking the view data option. The data for the desired month and year can be viewed here. A comparison for the last three months is projected here. Current month is the T month that the user has selected for viewing data. T-1 is the previous month data and so on. Data can be viewed sector wise and same is available in descending order. The best performing indicators are projected in upper rows. The data can be downloaded in excel or pdf format.

1. Monitoring Framework


For monitoring the progress of these 44 Aspirational Blocks, a Monitoring Framework was developed which contains 61 Data Points - 49 Key Performance Indicators among 4 different sectors Agriculture & Allied, Health & Nutrition, Education and Basic Infrastructure.
“Aspirational Block Development Programme” (ABDP) Dashboard was developed by National Informatics Centre (NIC), J&K, on the Monitoring Indicators in very short time on which District Nodal Officers of Aspirational Districts populate the data on monthly basis from February onwards. The dashboard ranks the Aspirational Blocks on monthly basis on the basis of progress made by these blocks. The dashboard has been hosted on pilot basis on 4th February, 2022 & after successful test runs & data capturing, the fully functional Dashboard was formally launched by the Chief Secretary, J&K on August 18, 2022.


2. Methodology


Following approach was adopted in calculating the composite index score of the blocks by adding up Four Sector Score. The four sectors selected for measuring the progress of the blocks are:
A. Agriculture & Allied Sector
B. Health & Nutrition Sector
C. Education
D. Basic Infrastructure

Data on 49 Key Performance Indicators (KPI) is covered through 61 Data Points (DP) spread across four major sectors. Data on 29 DP shall captured monthly, 16 DP biannually and 16 DP annually at the block level. Base level for data capturing has been fixed as 31st December, 2021. The progress of the block shall be measured/ calculated on monthly basis and shall be compared with Base Level as well.
Out of 61 Data Points, 58 Data Points are Positive where as 3 Data Points are Negative. The denominator shall be freezed for 57 Data Points for one reference year while as denominator of 4 Data Points shall be variable.
Benchmark/Target values have been set for every Data Point (61) based on latest value available for that Data Point for the UT of J&K. A comparison can be also drawn how much far the Aspirational Block is away from the UT Average. A complete picture of the method of computing and obtaining the data is provided in the section below:-

A. Agriculture & Allied Sector: Weightage -20%


5 KPI consisting of 6 DP have been selected for capturing and computing the progress of the block in Agriculture and Allied works. A weightage of 20% has been given to the Agriculture & Allied sector for calculating the overall performance in the Agriculture sector. Different weighs have been given to different data points, taking into consideration impact of particular parameter on Agriculture.

Keeping in view of the basic necessities of health & nutrition, 15 Key Performance Indicators have been selected which are covered through 17 Data Points. A composite score of 30% has been assigned to the Health & Nutrition Sector sector. The status of regular medical field camp organized in field to boost awareness among the masses, children getting proper nutrition, vaccination, Institutional deliveries, etc are very vital components of Health & Nutrition.

14 Key Performance Indicators have been selected to capture the data on Education through 21 Data Points. The education sector accounts for 20% of the overall index score. In J&K, there are few backward areas that are even today devoid of these facilities in Education sector.

15 KPIs have been identified under Basic Infrastructure which captures data through 17 Data Points. These include: housing, electricity, safe water supply, toilets, road connectivity, internet connectivity, etc. Weightage of 30% has been given to basic infrastructure.

3. Methodology for Estimation of Normalized Score and Composite Score


The objective of this program is to monitor the real-time progress of 44 Aspirational Blocks. Baseline data from districts concerned for the December ending, 2021 will be uploaded to the dashboard to create a ‘baseline ranking’ of Blocks. Thereafter, as and when the Nodal Officers of the Aspirational Blocks from Districts upload new data, the dashboard will calculate ‘delta ranking’ or ranking based on progress made vis-à-vis the baseline performance.
The methodology adopted for ranking is as follows.


A. Normalized Values Formula: Si

Positive Indicators : [(Xi-Min X) /(Max X – Min X)] * 100
Negative Indicators: [( Max X -Xi)/(Max X – Min X)] *100
Where: Min x = Minimum observed value of X in the data set, Max x = Maximum observed value of X in the data set,Xi = Data Point Value, X’ = Normalized Value after rescaling
Data is initially normalized or scaled according to formulae given above.


B. Composite Score (CS)

Using weights (Wi), we create a composite score for a single time period for a Aspirational Block. This gives us the ranking of Aspirational Block on time‘t’.
Composite Score (CS) = ∑ (Wi ∗ Si)/ ∑ WiJ
The score is computed periodically and it gives us the absolute ranking of Block in each time-period.


C. Delta – Change Over Time during the reference Period

The program mainly focuses on the progress from one-time period to another. Delta below captures the difference in composite scores of Block ‘i’ in time t (k) and t (k-1). This difference is ranked to get the delta-ranking that measures progress.

Implementation & Monitoring:

1. At the Block level, the ABDP activities are reviewed by the concerned Block Development Officers who coordinate with all line departments for smooth implementation on the ground. The data is collated at the Block level.

2. Prabhari/Mentoring Officers appointed by the Government for each of these districts do the necessary supervision on continuous basis and provide handholding to the BDO’s to ensure that accurate data is received on regular intervals on each of the indicator and is authenticated/validated.

3. At the District level, regular reviews are taken by the Deputy Commissioners on monthly basis to oversee the physical/financial progress on the ABDP action plan. The DC’s also monitor the delta changes in the indicator values, sectoral & composite scores; so as to prioritise their interventions.

4. At the Administrative Department level, the Secretary PD&MD provides the necessary direction, superintendence & control for the smooth implementation of the programme. Continuous monitoring of the parameters and delta changes on the Dashboard are reviewed and cross-verified with the districts/field teams. The ABDP Cell in the department is supervised by Joint Director Planning rank officer.

Comprehensive Mid-term Appraisal of the programme was also undertaken and Works/Activities approved under the Plan were inspected by the senior officers of PD&MD and the Panchayat Prabhari Officers under B2V4 & Jan Abhiyan programme from 15 Oct to 03 Nov, 2022 and report was submitted to the Government. Secretary, PD&MD paid visit to Border Block Rajpura and Salamabad (Uri) in District Baramulla and took stock of ongoing activities under ABDP. Moreover, 15 senior officers of the PD&MD also visited the Aspirational Blocks across the UT of J&K and monitored the physical progress of approved works in the 44 Aspirational blocks where they interacted with the officers/officials, Field Functionaries, General Public, PRIs members and made them aware about the programme.

6. At the Apex level, the Chief Secretary J&K takes periodic review of the programme & necessary directions are issued for all stakeholders.
