ABDP QUESTIONARIES

ABDP is Aspirational Block Development Programme launched by Government of Jammu and Kashmir in 2021.


Aspirational Blocks Development Programme (ABDP) is conceived with twin purpose – 1. Identify the most backward blocks of the UT of Jammu and Kashmir which required special focus and 2. Devise specific Plan/ strategies to bring them at par with other developed blocks of UT.


ABDP was launched on 31st Dec, 2021, after due approval from Administrative Council.


Aspirational Block Development Programme (ABDP) was launched to improve the Quality of Human Life (Human Development Index-HDI) of the population living in the most backward blocks of various districts of J&K. Some blocks/ areas in the UT were lagging behind with respect to Human Development and Infrastructure besides, implementation of various pro poor schemes/ programmes. Government of Jammu & Kashmir is making efforts through this intervention to reach out to the general masses and uplift their living standards through various area specific plans/ strategies.

ABDP programme is being implemented under overall supervision of District Development Commissioners concerned.


District Development Commissioners of concerned districts have designated Nodal Officer for implementation and regular monitoring of Aspirational Blocks Programme.


Four sectors i.e Poverty (3 indicators), Health & Nutrition (6 indicators), Education (7 indicators) & Basic Infrastructure (5 indicators) were selected for collection of data from 285 blocks.


12.64 lakh souls (census 2011), Population of the 44 Backward Blocks of J&K, spread over 6359.73 square Kilometres in the UT of J&K are the direct beneficiaries. This population is mainly spread in remote and far flung areas besides areas falling along LoC/IB.


21 parameters/ indicators were finalized by PD&MD, J&K, for selection of Aspirational Blocks, covering four major aspects of human development i.e., Poverty (3 indicators), Health & Nutrition (6 indicators), Education (7 indicators) & Basic Infrastructure (5 indicators) aiming for expeditious improvement in the socio–economic status of the selected blocks (most backward blocks). A Composite Index was developed having Poverty 20% weightage, Health 30%, Education 20% and Basic Infrastructure 30% and equal weightage was given to all the parameters within the sector. The 44 most backward blocks were shortlisted from 285 blocks.

ABDP dashboard was made functional in the month of February 2022.



The information on 61 data points (49 indicators) is populated on ABDP dashboard against the four sectors Agriculture, Health & Nutrition, Education, and Basic Infrastructure.


The baseline data for ABDP dashboard is taken for 31st December 2021.However, data is available from April 2022 on the dashboard.


A Monitoring Framework has been developed for monitoring of ABDP which contains 61 Data Points - 49 KPI among sectors Agriculture, Health /Nutrition, Education and Basic Infrastructure.


There are 49 KPIs in ABDP.


The score on ABDP dashboard indicates the performance of the blocks against the four sectors.


Data is populated sector wise on ABDP dashboard by the respective blocks.


Data is populated by respective blocks on monthly basis. However, data of some of the indicators is populated as it becomes due ( six monthly or annually).


Data is populated by concerned Block level officials after due authentication by Block Development Officers. The data is cross verified by District level nodal officers and finally monitored by Planning Development & Monitoring Department.


There are 3 negative indictors i.e., stunted children under 5 years of age, wasted children under 5 years of age & Low Birth Weight Babies.


A total of 548 works were undertaken under ABDP for the financial year 2022-23. Out of 548 works 491 activities/works stands completed.


A total of 44 crores were released during the financial year 2022-23 for the execution of 548 activities/works through convergence mode.


Yes convergence is allowed. Convergence mechanism provided a window to make the programme wider and undertake multifarious activities. Schemes like: MGNREGA, 14th Finance Commission, NRLM, BADP, SSY, Capex-Budget and schemes available for Agriculture-Horticulture and Animal & Sheep Husbandry, etc were used to get maximum benefit to the citizens of these areas.


Mid-term appraisal of the programme was undertaken and Works/Activities approved under the Plan were inspected by the senior officers of PD&MD under B2V4 programme and report was submitted by the visiting officers. Secretary, PD&MD paid visit to Border Block Rajpura and Salamabad (Uri) in District Baramulla and took stock of ongoing activities under ABDP.


Block Harwan of district Srinagar has highest composite score of 80.10 for the financial year 2022-23. In terms of delta change, Block Gund of district Ganderbal has scored the highest score of 16.70. 15 Aspirational Blocks have recorded delta change of more than 10 points.


Block Moungri of district Udhampur has least composite score of 52.20 for the financial year 2022-23. In terms of delta change, Block Dudu Basantgarh of district Udhampur has scored the least.

Initially ABDP was for financial year 2022-23. But, it has been made part of District Plan from financial year 2023-24.


An amount of 44.00 Crore have been earmarked for ABDP during 2023-24.


ABDP explored innovative ways with regard to the unique challenges/constraints in their areas and improved the socio-economic status of these backward blocks. Specific Plans were prepared for development of these blocks. Area and score of ABDP was enhanced through convergence with other government schemes. This resulted in improvement in living conditions of people i.e Education, Health, Sanitation, Employment, etc.


Dashboard enabled Automated Processing, Target Orientation, Minimized process complexity, reduced cost and service delivery time, Increased transparency levels, Reduced administrative burden, Continuous Monitoring, Improved citizen focus and experience and above all Decision making capacity for future development of these Backward Blocks. For improving living conditions of the people basic infrastructure was provided for improvement in Education, Health, Sanitation, Employment, etc. 548 works/activities were undertaken, out of which 491 (90%) stands completed during 2022-23 on the basis of gaps identified. For promoting agriculture activities, Custom Hiring Centres, Super Seeders, Harvesting tanks, Vermi-compost Units, Poly Green Houses, Sprinkle Irrigation Units, Farm Machinery, area expansion under Orchards (walnuts), adoption of high yielding fruit varieties (walnuts, stone fruits, apples) etc were undertaken. Veterinary/ sheep rearing/ artificial insemination centres besides portable medical equipment, mobile milk vending machines, surgical and gynaecological kits, grooming kits for dairy owners, elite breeding rams were provided to the farming community. For strengthening, health & well being at gross root level 67 locations were identified which included providing of machinery/ equipment-CBC/ Urine analyser, ECG, Ultrasound, X-Ray machines, Dental equipment, NIBP monitors, Bio-chemistry, etc, up-gradation of health centres/ wards, Anganwadi Centres, Open Gyms, Multipurpose Playing field, Amusement Parks, Children Parks, Sports Equipment etc were provided. Under Education Sector, Smart Classes/ Computer Labs at 91 locations were established which benefitted about 10,000 students. Additional Class rooms, CFCs, Toilets, Library, E-library, and ICT Labs, Reading rooms, Stem Labs, Vending machines, Skill Development Centers / Vocational Training Canters were also established. For improving basic infrastructure, Link roads/ Tractor roads, Foot Bridges and Culverts were constructed benefitting more than 10,000 people. Various activities/ works undertaken for providing water and irrigation facilities, power infrastructure related equipments, Solar Street Lights besides construction of Community Sanitary Complexes. This resulted in improving living conditions of the people by increasing access to basic necessities of Human Development i.e Education, Health, Sanitation, Employment, etc.
