  • 14th October, 2021 - CEO NITI Aayog, GoI, Sh. Amitabh Kant, visited Jammu & Kashmir & during the discussion CEO assured full support for taking UTs by providing all technological and human expertise in the area available.
  • 29th October, 2021, Video Session under the Chairmanship of Chief Secretary, attended by UT Secretaries and from NITI Aayog, the agenda was as under:
    1. Transaction advisory for improving efficiency of tourism assets, and
    2. Monetization of JK Cement assets, among others;
    3. Atal tinkering labs.
    4. Concurrent evaluation of governance transformation story;
    5. Introduction of output-outcome framework.
  • ● Two day workshop from 22 to 23 of December, 2021 was conducted which was organized by PD&MD, in collaboration with (DMEO), NITI Aayog, GoI, at Jammu.
  • ● The workshop aimed at sensitizing and building greater understanding of officers of Economics and Statistics Cadre of Jammu & Kashmir on Output-Outcome Monitoring Framework.
  • ● OOMF in the first instance shall be framed for schemes of 09 priority sectors/ departments in consultation with Development Monitoring & Evaluation Office (DMEO), GOI, for the financial Year 2022-23 and shall be carried on further in financial year 2023-24.

The 09 priority departments include:

1. Agriculture Production and Farmer Welfare
2. Housing and Urban Development
3. Higher Education
4. Health and Medical Education
5. Jal Shakti
6. Power Development
7. Public Works
8. Rural Development
9. Social Welfare

Follow-up Actions:

J&K team to finalize and share necessary data for all OOMF documents by 31 st December 2021

Stands completed and shared with DMEO by the UT of J&K.

2. Final OOMF documents to be shared with Jammu and Kashmir by 7 th January 2022

Final OOMF doc received and shared with Nodal Department on 18 th January 2022.

Besides, Finance Departments have been requested to incorporate the finding of the OOMF of the schemes in next budget process.

Share the background note on OOMF to J&K to process the note internally within Jammu and Kashmir

The input received has been shared with Nodal Department on 18 th January 2022.

Support the development of OOMF dashboard and subsequent digitization of indicators/targets/budgetary outlays present in OOMF documents

Dashboard developed and launched on 18 th August, 2022 by Chief Secretary of J&K UT.

Training of Department-wise nodal officers for updating OOMF dashboard

Training shall be imparted after development of Dashboard

6.

Annual department-wise OOMF Review meetings at the level of Chief Secretary and Lt. Governor may be convened by planning department with representatives from planning department and Line departments
