OUTPUT-OUTCOME MONITORING FRAMEWORK (OOMF)

Overview

Since FY 2017-18, in addition to the financial outlays of the Centrally Sponsored Schemes (CSS) and Central Sector schemes of the Ministries/Departments of Government of India being indicated in the Budget document, the expected outputs and outcomes of the schemes are also being presented in a consolidated Outcome Budget document, along with the Budget. These Outlays, Outputs and Outcomes are being presented to the Parliament in measurable terms, bringing-in greater accountability for the agencies involved in the execution of government schemes and projects.

OUTPUT-OUTCOME MONITORING FRAMEWORK (OOMF)
  • Outlay is the amount that is provided for a given scheme or project in the Budget;
  • Output refers to the direct and measurable product of program activities, often expressed in physical terms or units and
  • Outcomes are the collective results or qualitative improvements brought about in the delivery of these services.

Development, Monitoring and Evaluation Office (DMEO), NITI Aayog in collaboration with Government of Jammu and Kashmir has extended the OOMF exercise practiced at national level to the sub-national level through development of Output-Outcome Monitoring Framework for CSS and projects of Prime Minister’s Development Package (PMDP) belonging to 9 priority departments namely: -

  1. Agriculture Production and Farmer Welfare
  2. Housing and Urban Development
  3. Higher Education
  4. Health and Medical Education
  5. Jal Shakti
  6. Power Development
  7. Public Works
  8. Rural Development
  9. Social Welfare

In addition to the “Outlay” and targets for “Output” and “Outcome” Indicators for FY 22-23 provisions have been made for providing information for whole scheme period. This will allow respective line departments to see what fraction of financial and physical progress, in terms of Output and Outcome, is due in the current financial year.

This will significantly enhance transparency, predictability and ease of understanding of the Government’s development agenda.
